Words from the Secretary General

Dear Readers,

On behalf of the Central Office of CIGRE in Paris, I would like to thank all those who around the world have expressed their sympathy over the tragic week we just lived.

On their behalf, I wish a happy New Year, a good health and many personal successes, to you and to those who are dear to you.

This newsletter gives me the opportunity to make a brief reminder of the achievements of CIGRE in 2014: the 45th Session in Paris in August was attended above our expectations and the new collection of the CIGRE Green Books has been launched with success.

Important decisions have been made by the Administrative Council in 2014, among which:

  • The creation of a student member category that will give access, for certified students, to all the available online documents free of charge, and to the member registration fees to CIGRE events.
  • Free access granted to non-members to the CIGRE technical library for most documents three years after their publication, in order to improve the awareness of CIGRE production for a wider audience outside of CIGRE.
  • The publication of a new CIGRE journal, named “CIGRE Science & Engineering” (read more).

This New Year 2015 will see the implementation of these decisions aiming at encouraging students and academia to join and work within our Association.

These changes have also been decided in order to increase the CIGRE membership by facilitating the recruitment of managers and experts from the power distribution sector, of young members (young in career professionals and students), and the creation of new National Committees in parts of the world where the CIGRE is not present enough, mainly in Africa where so many people have not access to the electricity.

In all these aspects, the implication of the National Committees to communicate towards the distribution companies, the national universities and their neighboring countries absent in CIGRE, is of utmost importance.

In addition, the CIGRE information system including the website will be improved through five distinct projects:

  • A new membership management tool has been designed in 2013 and 2014 in order to accelerate the access to membership benefits for renewed and new members. Two internet based solutions will be fully implemented before the end of February, and all the National Committees will be able to register student members.
  • Collaborative tools will be developed to facilitate the exchanges between the members of the Working Groups during the preparation of their technical brochures or reports.
  • The technical document library “e-cigre”, built in 2004, will be improved with more modern search engine and online payment solutions.
  • The management of the papers review and selection process will be supported by professional solutions adapted to the specific needs of CIGRE.
  • A new CIGRE events registration process will also be designed and implemented in order to make it faster for CIGRE members.

Besides these improvement projects, the business as usual of CIGRE will include in 2015 two symposia (in Lund and in Cape Town), eleven colloquia mainly in September, and the preparation by the National Committees of the 2016 Session in Paris.

If you are a CIGRE member, do not forget to renew your membership before 31st May, so that without interruption, you will continue:

  • to receive ELECTRA, the journal of the Association, published in 6 issues per year, on paper or on line;
  • to have the capacity to download free of charge any document from “e-cigre”, the on line technical library;
  • to attend CIGRE events or events supported by CIGRE, with reduced registration fees;
  • to receive this newsletter every two months, to get information on coming events of interest, on newly published Technical Brochures and on new Working Groups.

Mr. Christian DUBANTON passed away


It is with great sadness that we have learnt of the passing away of Christian DUBANTON, aged 73.

Since 1970, throughout his career in Electricité de France (EDF) and Réseau de Transport d’Electricité (RTE), Christian DUBANTON was deeply involved in CIGRE international activities.

Christian DUBANTON was the Chairman of Study Committee 23, Substations (now SC B3), from 1990 to 1996. 

The members of the CIGRE community offer their sincere condolences to his family.

A new CIGRE journal is born!

This new journal is the outcome of CIGRE’s desire to broaden its publication to articles of interest for its members, outside the CIGRE sphere.

The Administrative Council has decided to launch this new journal, which will replace the publication of scientific papers in Electra set up in 2010, but with more ambitious objectives in terms of number of articles per issue.

Therefore, from now on, no more scientific papers will be published in Electra, which will remain the journal of our Association. Electra will continue to provide CIGRE members with summaries (in English and French) of the new Technical Brochures and with information about the life of the Association.

To start with, the new journal will be available on-line only to members and non-members.

The Central Office is finalizing the lay-out and the presentation of the new journal on the CIGRE website.

Chasing and collecting scientific papers for Electra has not been an easy task for the CIGRE Central Office over the last years, which means that to meet the target of 10 to 20 articles per issue, every four months, significant efforts need to be made.

This first issue of CIGRE Science & Engineering presents a selection of the best papers presented at the 2014 Paris Session following peer reviews by the Study Committees.

This is a good momentum for the new journal, but keeping it up for the next issues will be a real challenge.

The Editorial Team together with the Central Office will rely on the National Committees to attract articles from their members and especially from the universities and schools in power engineering in their country. They will also rely on them to select the best papers presented in the different regional or national events they organize, and to submit these papers to the editorial team for review.

Thanks to a peer review process that has been put in place to select the articles to be published in CIGRE Science & Engineering, credit points will be awarded to researchers and students who propose articles in connection with the technical fields of CIGRE. This should encourage them to submit articles.

We also rely on the Study Committee Chairmen who are at the heart of the selection process of the papers presented in symposia or in colloquia, to select the best ones for review through the CIGRE Science & Engineering editorial team.
